House Republicans plan to ratchet up scrutiny of the IRS during a hearing Thursday morning where agency workers are expected to discuss the involvement of high-level officials in slowing down applications from Tea Party groups.
For the first time, the House oversight committee has invited two key agency officials to testify. Republican leaders of the committee claimed Wednesday that one of them recently revealed that the IRS chief counsel's office -- led by a political appointee -- played a role, along with embattled IRS official Lois Lerner, in scrutinizing conservative groups.
Rep. Darrell Issa, R-Calif., chairman of the committee, told Fox News that agency officials in Cincinnati were taking their orders from Washington, and that the investigation needs to look next at both Lerner and the counsel's office.
"As a part of this ongoing investigation, the committees have learned that the IRS Chief Counsel's office in Washington, D.C. has been closely involved in some of the applications," Issa and other Republicans wrote in a letter to IRS Acting Commissioner Danny Werfel.

I think you are wise to look at this in a non-legal way, at this point.
Who is going after the IRS, legally, at this point? The fox is in charge of the hen house.
I absolutely agree that public perception is probably what Carter Hull is concerned about. He was named. That was very important.
All he can do now is say, hey, I answer to this other guy and he was yanking my chain to do what I did.

Exactly. Hull is retiring and the critters are going on vacation. Boehner let the WH run out of the clock on this one. Nothing will happen on the IRS except more debate club meetings. Then there will be a new crisis in September to focus on. Debt ceiling, etc., etc. Boehner flat has no fight in him.

The House Committee can’t do anything to any of these people except try to get the facts out, then, if they see criminal issues, REFER IT TO THE JUSTICE DEPT PROSECUTOR. Which is like saying refer it to Obama/Holder for action.
I’m in favor of finding the facts and getting them out, needless to say.
Expecting more is to misunderstand the system under which we operate.
Fact finding hearings/investigations plus criminal referrals is all that can be done, from the Congress. It’s all that could ever be done, historically, light years before Boehner ever drew a breath on this earth.
Next, we’ll hear about how everybody who is culpable in all things administration need to be impeached, and Boehner will get blamed for not bringing impeachment charges against everyone from Lois Lerner on up.
I’ve even read posters who claim that House members or Senators themselves can be impeached.

What is happening now and what happened then are separate issues. Boehner needs to be making an issue of the stonewalling happening NOW and he flat refuses to engage the WH directly on it. There has been a new revelation of Obama Admin malevolence on a near weekly basis and Boehner does NOTHING.

Who would arrest a sitting President after impeachment in the House and conviction in the Senate? I would assume US Marshals.
The above article specifically stipulates a direct link back to Washington. Yet another article on this states that it leads directly back to the White House. A violation of law would normally be investigated under Holder, who has shown zero compunction towards ignoring and covering up all manner of illegal dealings no matter what Federal Agency is under question.
Both need removal from office for “high crimes and misdemeanors”. The least of which is violation of their oath of office, the greatest of which is treason for their support of radical Islamists over seas.
So yeah... Sorry if your vision doesn’t reach that far, but not all of us are quite that myopic.
