Nice PR gesture, but I’m betting he made it believing that there’s no way she would meet the admissions requirements, and therefore he won’t ever have to pay her a cent.

If he were genuine he’d be offering her immediate accademic assistance in the form of tutors and a private school education.

A better investment would be to take out a life insurance policy on her with yourself named as beneficiary, with enough of the policy set aside to guarantee her a nice casket and service. My guess is life expectancy of this crack-head is less than five years.
