I remember my mom and dad having a BIG fight back in the early 70’s. My mom kept insisting that the government was using us as guinea pigs by spraying various germs around in an effort to understand how they might spread during use in germ warfare. My dad dismissed her as a tinfoil hat nutter conspiracist.
I was in the car with them when a story came over the radio that the Church Commission had discovered that they did INDEED spray (allegedly harmless) bacteria in the NY subways and the Holland Tunnel for this purpose. And to this day, she has never let my dad forget it.

Those bureaucrats that introduced the bacteria were likely the same ones telling children to ‘duck and cover’ during the Cuban Missile Crisis.

Hopefully they’ll displace the harmful gasses emitted by the recrudescent contingent of bums.
They did a test in San Francisco 50 years ago with a ‘harmless disease’, bacterium serratia marcescens. They didn’t know about how so many people there had compromised immune systems, and people died.
I’m sure PFCs aren’t near as bad on the AIDS-infected but we will see...

This is the public preparation. They''ll do a few more of these, to condition New Yorkers (and by media extension, all other city subway riders) for the "normalcy" of such drills.
When they commit the actual false flag attack, there will just happen to be a "drill" planned for that day that just happens to simulate the exact kind of attack that actually happens.
The "drill" allows the federal perps to obscure their agents within a broad phalanx of government personnel. It provides the false appearance of DHS diligence, while making it very hard to pick out the actual perps.
They also sprayed LSD mist into the SF Bay Bridge tunnel back then. Revealed during the Church Commission hearings in 1975. The CIA has never recovered from that debacle...
The trouble is in depending some ‘government’ anything to give you an informed, educated and competent response.
If they, say scientists for example, were competent, they’d be working in industry where actual talent and knowledge pays. Government scientists, lawyers, doctors, experts in general are largely people who cannot make it in the outside world, and their expertise is limited to survival in a politically influenced, in-bred institution..
