And then there’s my solution to that -
require all government agents/employees to carry malfeasance insurance as a term of employment.
If they get sued, the insurance cos start charging more for that person’s premiums, and eventually won’t cover them, ending their government career.

IIRC, One cannot use bankruptcy to get out of a debt from a court judgment. Just like child support, student loans, etc.
