NAANTALI, Finland Russian President Vladimir Putin bluntly rejected U.S. pleas to turn over National Security Agency leaker Edward Snowden on Tuesday, saying he is free to travel wherever he wants and insisting that Russian security agencies haven't contacted him.
Snowden is in the transit zone of a Moscow airport and has not passed through Russian immigration, Putin said, meaning he is not technically in Russia.

A high-ranking Ecuadorean official told The Associated Press that Russia and Ecuador were discussing where Snowden could go, saying the process could take days. He also said Ecuador's ambassador to Moscow had not seen or spoken to Snowden. The official spoke on condition of anonymity because he was not authorized to discuss the case publicly.

We don’t have an extradition treaty with Russia, which in my view is an unfortunate legacy of the Cold War. So, our “requests” for extradition do not have any standing.
We have many common interests with Russia in the fight against Islamic terror, but we have allowed old habits and suspicions to get in the way of cooperation on these matters. This started during the Clinton administration when we chose the wrong side in the Balkans conflict. We have now got ourselves in a box where we cannot admit that Russia is a natural ally in the war on terror.

AFAIK, Soros is charged in Russia for giving some 10 million dollars to Ahmed Zakaev - a Chechen separatist representative in Europe. Charges include being an accomplice in “murdering over two persons”, “killing a law-enforcement or military officer”, “establishing or participation in illegal armed formation”, “organizing, assistance or participation in illegal armed revolt”.
He is also a person of interest in cases of currency manipulation believed to be a reason of ruble crash in 1998, a former Yukos CEO - Khodorkovsky (who was a head of Soros’s Russian “Open fondation” branch) case, a case of methadone distribution to addicts via his NGOs (which may count as illegal drug distribution under Russian criminal code).

The charges you enumerate are leveled against Zakaev, not Soros.

Rather than the imaginary charges against Soros, let's talk about the real conviction of Viktor Bout, the Russian arms dealer and associate of the FSB, who is doing time in the US.
Russia has demanded that we return Bout to Russia because they do not recognize our conviction of him as legal and do not acknowledge our jurisdiction over him.
Russia threatened the US over this: just as Kerry said that there would be "consequences" for Russia if they do not turn over Snowden, Russia's Prime Minister has called for the arrest of American law enforcement personnel and judges for arresting and convicting Bout.
Russia is in no position to complain, at all.

I personally don't care how the President feels about Snowden or why he feels that way. His feelings have no value.
Objectively Snowden needs to answer for his actions.

However, it is illogical to argue that Russia should ignore a real extradition request from the US because a fictional extradition request which was never made to the US by Russia was never enforced.
