It would be different if he was a cop on duty or something. He has no power over anyone in that housing project and did he threaten them with weapons? And do you think the illegal shit going on in that housing project should be more of a concern to the state of NJ, this includes murders of kids by gang bangers?

So it's not if anyone actually felt intimidated from/by/with "bias", the decision is at the sole discretion of the state. So what is someone to do if they claim to feel "bias intimidation" from a homo pride parade?

This morning, as I was walking my dog, I encountered a neighbor washing his car.
He was a huge Black Man, with dreadlocks down to his waist.
He was wearing a Leonard Skynnard T-Shirt complete with the Stars and bars.
I shot the breeze with him for a while, talking about some nasty trees that were dropping sap upon our cars, and discussing that they be removed by the Property Management.
I Never mentioned the shirt, but evidently, some white folks are more intimidated by the Confederate Flag than Black folks.
I'd suggest the guy's lawyer fight turning this over to a Fed prosecution if I had any hope a Fed judge would agree that it is a state issue, but that's highly unlikely. All those at the Fed level are deeply in live with their power over us little people.

Agreed that the "bias crime" nonsense is just that. But, freedom of speech? He was on private property. Racially-motivated or not, if someone climbs a fence onto private property and starts screaming epithets and/or threats at the residents, it's going to be something more thad disorderly conduct.
Sounds fishy to me. I’ve been to more country concerts than I can count. Over the past 40 years I’ve seen some of the “rowdiest” acts in country. I’ve seen lots of drunks and I’ve seen some smoke pot smokers at Willie shows, but not once have I ever heard people shouting the “N” word. Then again, I am from the South where, contrary to popular notions, blacks and whites are accustomed to one another and generally get along. I can’t say what goes on in New Jersey.
Guess he won’t be getting a job that the food network any time soon. Oh, and like Paula Dean, Toby Keith is a big fat southern fried lib too.
