I would blame first the parents who don't invest enough of their time in their children and their education, secondly, the teachers, many of whom are among the most incompetent products turned out by universities today, and finally the education system itself with its perverse rules, incentives, agendas and curricula.
If only the rich white racists wouldn’t move away,
and stayed and let their families be victimized by violent minorities,
and let the corrupt gov’t officials fleece them in property taxes and income taxes,
then all the minority kids would do better in school.
If folks in Chicago were really interested and serious about getting the most bang for their buck they need only to visit their own local success story.
Years ago, educator Marva Collins was getting a lot of positive press on her success with educating inner-city children.
She did it without taxes, without unions, without "Whitey" and without failure. She spent a lot of hands-on time with her students to get them reading.
Thus, vocabulary, spelling and knowledge skills jumped and the students could speak and write in complete sentences.
