Philippine President Benigno Aquino has signed a law making it harder for private individuals to own firearms following a series of high-profile deaths this year, a government spokeswoman said Sunday.
Under the law signed last week, those seeking to buy firearms will have to undergo drug and psychological tests and should not have a criminal record or pending court cases.
They will also have to show proof of income as well as a valid tax return and secure clearance from their respective city or municipal police offices.
"The new law, coupled with strict enforcement and a more aggressive campaign against loose firearms, will help prevent untoward incidents involving firearms," deputy presidential spokeswoman Abigail Valte said.

Isn’t this the country which has a dozen-odd islands under some kind of martial law because Islamic radicals are conducting a war on the local folks?
This might work around the capital city....beyond that? I don’t see anyone obeying the law. Cops got enough troubles already....and enforcing this? Forget about.
I see a black market in our near future......if this comes to pass here.

As usual, this only effects law abiding citizens. But, “We have to start somewhere.”, “If it saves one life.”, “Criminals will have a harder time getting guns.”, “It’s for the children.”. Blah, blah, blah. Typical crap I heard at the NV Judicial Committee hearing from non-constituents. STFU, go home and address the real problem.

How can this be? Forty years ago Marcos ordered the registration of guns, then he confiscated the registered guns, then he seized dictaorial powers.
Is there anything left to register and confiscate?
Unless things changed drasticly over there since the 1970’s, I made (almost) a fortune selling ammo to the Phillipine Constabulary AND the Army. The PC’s had NO standardized weapons, some had .22’s, some had .38’s and a.45 (WWII vintage) were usually carried. I am a fairly good gunsmith who learned from my brother and fixed a lot of their weapons in Angeles City. I wasn’t allowed to test fire them, however, they had no ammo. I told mom to fill the box of cookies and donuts she sent me with 22LR, .38 hollows and any .45 shells she could find, because the pastries she sent were usually filled with ants. I could sell single bullets for about the same price as what the entire box cost Ma back here. I talked to Phillipine Army RANGERS who said they never had fired their M-16’s once after getting out of tech school (unless they were fighting Muslims, Huks and other commies.)
Very few countries are as corrupt and economically hopeless as the Philippines. Nobody has money for legal guns unless they have earned it through corruption.
So, except for a few WWII or older rifles out in the barrios and farms, the guns are already in the hands of either the criminals, the Communist guerrillas in the northern hills, the Muslims in the southern islands, or owned by the wealthy “legitimately corrupt,” who will bribe their way past the regulations anyway.
Of all the things this country desperately needs, “Gun Control” ain’t one.
Believe me it is no Utopia. I was there in 2005 and crime was rampant. I booked a hotel away from the city and we had to travel during the day because highway robberies were the norm. If going to the local ATM a security person from the resort had to go with you. They also had to called a "friendly" taxi.
I am sure the commie and Muzzie rebels will abide by this
