I explained this in a post here. He wrote a document and signed it yesterday that he wouldn't use a drone if it would kill a Muslim innocent person as collateral damage. The document also says he won't kill a terrorist unless the terrorist is in an act of terrorism right then. They are free to walk anywhere in the world labeled as a terrorist but he won't attack one unless that one is in the act of terrorism right then. That's more Muslims, even if terrorists, he saves.

This is all about the document he wrote and signed yesterday.
