Did a few death investigations back in the day - I think the blue is past low-oxygen and into lividity. And his eyes are "set".

My opinion fwiw is that he is not only dead, he has been dead for some time and had been lying on his face so that the blood has pooled at his head.

It is a damned shame (I use that word advisedly) that such a horrific photo should be bandied about. We only used to see them in the police and coroner reports.
