No. He didn’t pay, as the grammatical sense of the headline implores.
He was paid, as in, “Shooter Was Paid $278,000 (by our government)While in Jail”.

I can’t think of a single military case that has ever taken this long. Usually, you get 90 days to prepare for a case, and after it’s finished, there’s another 90 days of legal review.
