The commander of the Rhode Island Army National Guard 13th Civil Support Team (CST) claims that her two WMD detection experts assigned duty at the Boston Marathon along with WMD troops from the Massachusetts Army National Guard 1st CST were several blocks from the finish line at the time of the twin terror bombings, but when those units immediately tried to move into position to respond, troops from both states were forced to stay back after law enforcement denied them access to the scene at the finish line.

Wouldn’t surprise me if it was a Union thing, or just the city hierarchy itching to strut their stuff.
It was also a posse commitatus thing (crime scene), but the BPD probably wasn’t thinking along those lines.

Does posse commitatus apply to National Guard? Or just US Military?
Since the National Guard of each state is commanded by the governor of said state right?

I think National Guard can interact with citizens, but they have to be armed and briefed in a simular manner to local law enforcement.
Ie. they cannot use howitzers and tanks to control riots etc....
Good. The National Guard has no business doing the work of police officers unless they are formally activated by the Governor of a State.

My money's on the Union thing.
During the chaos on the Friday Live Thread, I was following BPD scanner traffic. Chatter on the net began talking about (and I'm quoting from memory) any officer having been on duty more than 18 hours needed to report to the command tent for debrief. Union rules for overtime.
During an all-hands this-is-not-a-drill event, they were more concerned about union compliance.
There was a lot of confusion, they didn't seem to know who was who, if they should illuminate the site or not, all kinds of cross talk and open mikes. I'm surprised they didn't accidentally shoot each other.
Posse Commitatus only applies to federal troops.

If someone came out with an authentic video showing Ayman al-Zawahiri and Mullah Omar planting a bomb in the West, Texas fertilizer plant it still wouldn't get half the over the top adulation that Boston is getting.
