The commander of the Rhode Island Army National Guard 13th Civil Support Team (CST) claims that her two WMD detection experts assigned duty at the Boston Marathon along with WMD troops from the Massachusetts Army National Guard 1st CST were several blocks from the finish line at the time of the twin terror bombings, but when those units immediately tried to move into position to respond, troops from both states were forced to stay back after law enforcement denied them access to the scene at the finish line.

Depends on whether they were on state guard status, Title 32 training status or Title 10 active duty. If state, governor is commander and can order them in. If federal, probably posse comitatus issue. My guess is they were there in their state guard status.
The National Guard would have just gotten in the way, and destroyed evidence.
They do not have expertise in criminal investigations.
If they had been needed I am sure they would have been asked for.
Bad enough that Police Officers invaded the homes of Boston residents without National Guard going out and doing it.
I don’t know. Maybe the local law enforcement didn’t want a bunch of ineffective government agents trampling all over the crime scene. Especially part time military personell.

Wouldnt want to deal with a grecience....I had a grecience once. Took days to wash it off.
I still think it is because from the very start, it is determined a criminal act, and going to be proceeded as handled by justice department.
In the confusion soon after the bombings, I assumed help from any source would be welcomed.

What are the limits of the Police,SWAT,ATF,FBI,CIA,NG in the time of war on the US soil. Would we use the Navy,Army,or Air force on our own soil?
We will have soo many guns and flash bangs we wont know who set what off and who is responding.
There where soo many guns in Boston. I was a proud SC that someone there had guns. I was worried who was going to use them tho.

I think that the fears of posters on FR were right that if the feds were to swoop in and take control, we might have seen the bomber killed rather than taken alive, because "dead men tell no tales."
However, I believe that local law enforcement in Boston saw this as a matter of personal pride. Because of that, they were NOT going to let Obama come in and steal their perp away from them. Boston law enforcement was prepared to capture the bomber alive.

They just learned they can pull off martial law without a notable military presence...next time they won’t need the National Guard with their outmoded notions of honor. Next time you boys can stay on base.
So, before the bombings, the National Guard had troops in place for the Boston Marathon? Does anyone else think this sounds just a little suspicious? Or is this SOP for major events?
