Racist 'Retail Redlining' Is Still A Big Problem In America

David Mekarski, the village administrator for the south Chicago suburb of Olympia Fields, told a startling story this week at the American Planning Association's annual conference about a debate he recently had with a restaurant official.

Why, he wanted to know, wouldn't quality restaurants come to his mixed-race community, where the average annual household income is $77,000, above the county average?

The reply: "Black folks don’t tip, and so managers can’t maintain a quality staff. And if they can’t maintain a quality staff, they can’t maintain a quality restaurant.”

A gasp then rippled through the room in front of Mekarski. "This is one of the most pervasive and insidious forms of racism left in America today," he says.

There's a term for the phenomenon he's describing: retail redlining. The practice is a more recent and less studied variation on redlining as it's been historically recognized in the housing sector. In the context of retail, grocery stores, and restaurants, redlining refers to the "spatially discriminatory practice" of not serving certain communities because of their ethnic or racial composition, rather than their economic prospects.

It's a newer phenomenon in part because there are more upper-income minority communities in America today. Households that can afford the same stores and restaurants as comparable white communities now want to know where the retailers are. The practice is tricky to study, though, because these types of communities are still relatively few in number (with hard-to-find comparison communities), and because it's difficult to distinguish a retailer's "unconscious racism" from its legitimate business reasons for locating a store or a restaurant.

Its not silly when you think that the tip can be used as away to keep the waitress in line and offer the best service that they can or at that moment. Its great motivation. It goes along way to get customers to come back and patronage the restaurant. The same goes for the bar scene.

Since this story involves an exchange at the annual conference of the American Planning Association (APA), I’m hoping those APA folks take heed and realize that they can plan all they want, but they simply have no control over the thought processes of residents and business owners in their communities.

Don’t play the liberal game, FRiend.

Prejudice is NOT racism.

As a nurse, I serve all races and I work closely with MANY professional black nurses and doctors. Guess what? They don’t want to live in “black” neighborhoods, or deal with the modern urban black culture any more than I do.

I had no prejudice on meeting these doctors and nurses for the first time... but you can bet your azz I do when I bump into some ghetto gangsta-wannabe dressed like a punk hangin’ wit ma homies... knowwhati’msayin’ playa?

I don’t have a racist bone in my body, but I am damn sure prejudiced against ANYONE that looks/acts like a thug, regardless of his or her ethnicity.

Let's see, it can addressed by quotas, race-norming college grading, preferential gov't contracts, screwing up the entire US lending system, giving gov't assistance to starting minority owned businesses... oh, wait...

The cool thing about America is you can take a plan and go try it out in the real world. Put your money where your mouth is and go become a millionaire. Go show us that your opinion is correct. Hell, you do good enough and I will invest in your company. Go show us how silly the current restaurant pay paradigm is.

They do not like to do the mandatory tip policy because of people like me who will not spend a dime at a restaurant that has that policy. I will not tip incompetence. On the other hand, I love to tip a good waiter/waitress.

Whites were also turned down for loans at a higher rate than Asians. Why? Because their credit histories weren’t as good. The whole “racism” behind the turning down of blacks and Latinos for loans was a fraud. Why would any lending institution turn down a worthy loan if they knew they could make money? The truth is they wouldn’t. Lending institutions were simply applying their normal standards for lending. Until, of course, the Clinton admin enforced the CRA and ultimately crashed the economic system more than a decade later.

Maybe for one of the same reasons that the Chicago Fire Department has "no go" zones without Police Protection?

And maybe for one of the same reasons that the Chicago Police have "no go" zones unless more than one of them are present, perhaps?

BTW: It is TRUE - black people generally speaking - DO NOT TIP. I spent enough time working restaurants putting myself through college to know it's TRUE.

It doesn’t stop being racism just because particular prejudgements happen to be correct in many circumstances. If Herman Cain walks into a restaurant and receives poor service because of all those other Black folks who didn’t tip the staff, he’s still being discriminated against based on his race.

Except Herman Cain wouldn't receive poor service - not for being black, not for being anything. And you know why? Because Herman Cain conducts himself like a respectable man. Waitstaff from Maine to California would instantly size him up as a decent man and treat him accordingly.

You see, the part that is left out of articles like this is that it is not ALL black people who get snubbed, or looked upon suspiciously; it is the segment of the black community that acts ghetto, dresses ghetto, talks ghetto, and misbehaves. Unfortunately, in this day and age, that segment comprises the majority of the black community, because acting like a decent human being is "acting white". ANY decent black folks who go into a restaurant where the waitstaff dreads the usual black clientele will be treated well 99% of the time because they will be recognized as decent folks.

It is the race hustlers out there who see ghetto black people get treated badly and want to interpret that as ALL black people are treated badly so that they can cry "racism! racism! racism!" and make a few bucks at the same time. If they admitted that it is really only the loudmouth a-holes in the black community who are dreaded and not all, then the industry of race pimpery would die overnight. People like Jesse Jackson and Al Sharpton would have to get real jobs.

The constant cries of racism are also useful for manipulating low-information, white-guilt suburban suckers into supporting left-wing thieves and commies. Win-win for enemies of truth, justice and the American Way.

wife was a waitress and she said they were loud, messy and a pain and not one wanted to serve them as they knew that they would be treated awful along with other customers complaining about the noise if there were a few of them.

In the past year, my wife and I have stopped going to two of our favorite restaurants because the "crowd" that frequents them has completely changed, accompanied by lousy food and service.

Both restaurants we'd been going to several times a year for years. One is an Asian restaurant in Tinley Park, IL named Hamada. It used to be a very nice, moderately upscale Asian restaurant where the food was prepared in front of you. Much like a Benihana's restaurant, although a little more subdued. Our last visit there we (a group of 12) were the distinct minority in the restaurant. The noise and bad behavior around us was literally unbearable. I don't know why some people feel the need to be so loud out in public and ruin everyone elses' dining experience.

The other restaurant is Coopers Hawk in Orland Park, IL. Same reasons as above. Over the years Coopers Hawk has been our choice for birthday's, anniversaries and other special occasions.

It is a damn' dirty shame to see really good restaurants go downhill primarily due to the change in crowd that frequents them which drives away good customers (tippers) and ultimately drives the restaurant out of business.

OTOH, there is a lot of prejudice against conservative well-dressed mixed-race customers in apparently all-white restaurants. Didn’t believe my 1/4 Native American friend when he told me his family was treated very badly in restaurants when he was a kid. Then last weekend he took me to dinner in a upscale restaurant here in town.

I look exactly like the WASP I am, but apparently the wait-staff recognized his Indian-ness and gave us a rotten table, which I declined, then the chef piled so much salt on the food I declined that too. Friend just watched with a smile... Friend did not complain, but I did. would never put up with bad anything from an expensive restaurant, and do know how to complain, so they made things right.

When we left the place, friend gave me that I-told-you-so look. It still took me a minute to realize that the restaurant was intentionally treating him/us badly.

He is actually very handsome...half the people we know cannot see the Indian in him...And what if they could? Who could possibly care?
