I have no doubt that some of them are CIA operators and it would not be in the National Interest for them to appear publicly.

However, there are provisions for secret testimony before the proper Congressional committees whose members are cleared for top secret info. Most of them will honor their obligations to maintain secrecy of national security info and confidentiality of the identities of the intelligence operatives.

Reading between the lines, it seems clear the White Hut's position is that those American assets already had an existing duty to not disclose anything about their actions or experiences before the threatening reminders from the WH and DOS about that even started on the flight out of Libya. Those administration memos haven't actually changed the circumstances one iota, in Barry's thinking.
