I am sure you are right on Rice's motivations. I doubt that Hillary was so concerned about lying as she was about protecting her reputation and her run for the WH in 2016.

Hillary continued to lie about the video even during the Andrews AFB ceremony receiving of the bodies. If you look at the speech she mad at that time, she blamed the video for the deaths. And she praised Obama. At the ceremony, she also promised a family member of one of the victims that they would pursue and prosecute the filmmaker.

Hillary and Obama also made a video that was distributed to various Islamic countries decrying the video.
