Did the New York state legislature just accidentally make it a crime to merely OWN a firearm?
See page 22 of the posted bill, s2230:
§ 41-a. The penal law is amended by adding a new section 265.01-b to 5 read as follows:
6 § 265.01-b Criminal possession of a firearm.
7 A person is guilty of criminal possession of a firearm when he or she:
8 (1) possesses any firearm or; (2) lawfully possesses a firearm prior to
9 the effective date of the chapter of the laws of two thousand thirteen
10 which added this section subject to the registration requirements of
11 subdivision sixteen-a of section 400.00 of this chapter and knowingly
12 fails to register such firearm pursuant to such subdivision.
13 Criminal possession of a firearm is a class E felony.

"Did you really think we want those laws observed?" said Dr. Ferris. "We want them to be broken. You'd better get it straight that it's not a bunch of boy scouts you're up against... We're after power and we mean it... There's no way to rule innocent men. The only power any government has is the power to crack down on criminals. Well, when there aren't enough criminals one makes them. One declares so many things to be a crime that it becomes impossible for men to live without breaking laws. Who wants a nation of law-abiding citizens? What's there in that for anyone? But just pass the kind of laws that can neither be observed nor enforced or objectively interpreted and you create a nation of law-breakers and then you cash in on guilt. Now that's the system, Mr. Reardon, that's the game, and once you understand it, you'll be much easier to deal with."
- Ayn Rand, 1957 -
OK, so anyone in New York who owns a firearm (not a rifle or a shotgun) is now a criminal.
You're right.
This is an interesting lesson to computer programmers on why it’s good to use parentheses liberally within logical statements to remove ambiguity regarding operator precedence and order of evaluation.
Of interest to you and your bang list.
This is the only "little book" the left worships.

Various news sources quote officials as saying, “There are some technical deficiencies in the law that was passed but the governor will correct those through a legislative procedure” (paraphrasing but accurate).
No telling how this law will be ‘corrected’. To close loopholes. For the children. (see tagline - cuomo to NYers = SUCK IT!)

NY, it’s special.
No, the "and" is only operative in (2).
(1) makes you a felon because you POSSESS a firearm.
Except that apparently, if you UNLAWFULLY owned a gun prior to the enactment of this law, you are not required to register it.
Only if you take possession after the law is passed, OR you LAWFULLY owned it prior to the law being passed.
This section(41) is actually regarding “school grounds” - see page 21.
Eventually this will happen in California too..we are all royally screwed because a bunch of mooching pieces of crap cared more about getting free stuff than give a da,pen about freedom..because of them we all have to suffer now..I wonder if Dems who own guns but voted for the schmuck..are they happy now?
I’m sure they’re thrilled!
