The city streets are teeming with thousands of mentally ill homeless people capable of psychotic acts of random violence if left untreated, experts warned yesterday.
As many as 11,000 of the citys 33,000 homeless adults have some form of mental illness, said D.J. Jaffe, executive director of the Mental Illness Policy Organization.
Of that number, about 3,300 are potentially violent, Jaffe said.
When untreated, theyre capable of horrific acts, said Jaffe. The danger is that theyre so sick that they dont know theyre sick, and their brain is incapable of regulating their own behavior.
He urged New Yorkers to be especially wary of people screaming at voices only they can hear, wearing tons of clothes in the summer or eating out of trash cans.
But if youre walking down the street, you know whos mentally ill it doesnt take a nuclear scientist.
Jaffe said steps must be taken to strengthen Kendras Law a loophole-ridden 1999 measure intended to allow courts to forcibly treat the dangerously unhinged.
We want mandatory evaluations of all mentally ill who are being released from jails, prisons or involuntary hospitalizations, he said.
Even Andrew Goldstein, the schizophrenic man who shoved Kendra Webdale to her death in front of a train in 1999, is calling for tougher laws to keep nuts like himself off the street.
There should be stricter regulations, he told The Post in his first-ever jailhouse interview.
The citys Department of Homeless Services disputed Jaffes figures but characterized the number of mentally ill homeless who do not use its shelter system as significant.
If people feel that there is someone in the street thats dangerous, they need to call 911, said spokeswoman Barbara Brancaccio.

Erika Menendez, 31, was arraigned Saturday night on a charge of murder as a hate crime. She had told police she has hated Muslims since Sept. 11 and thought the victim was one. Judge Gia Morris ordered that Menendez be held without bail and be given a mental health exam.
Menendez is charged in the death of Sunando Sen, who was crushed by a train in Queens on Thursday night. Friends and co-workers said Sen, a 46-year-old Indian immigrant, was Hindu.
“I pushed a Muslim off the train tracks because I hate Hindus and Muslims ever since 2001 when they put down the twin towers I’ve been beating them up,” Menendez told police, according to the district attorney’s office.
“The defendant is accused of committing what is every subway commuter’s worst nightmare,” Queens District Attorney Richard Brown said.
Menendez was incoherent at her arraignment in Queens criminal court, at one point laughing so hard that the judge told her defense lawyer, “You’re going to have to have your client stop laughing.”
Menendez admitted shoving Sen, who was pushed from behind, authorities said. She was arrested after a tip by a passer-by who saw her on a street and thought she looked like the woman in a surveillance video released by police.

There were. They were, for the most part, institutionalized and medicated until the 80s, when the lib-dem morons/idiots/cretins/scumbags sued and got them released on to the streets. The cities have progressively turned into sewers, since. NYC & SF are wonderful examples.
The best thing to ever come out of NYC is the Lincoln tunnel.
If I called 911 every time I felt someone was dangerous I would be on the phone continuously. Most of all I want them to pick up Barack Obama and put him in a rubber room in a mental institution in some far-away country where we’ll never hear from him again.

They have decided that the mentally ill can be trusted to take thier medication be put in an out patient program thru the jail system and the schools system and live amongst us. “They” are the feds who forced the states who forced the federally subsidized state agencies. There are an equal number sitting in windowsills preparing to jump out, and an even greater number fully employed by city government!
