There are 12 independent sources positioned in high places in Iran. Clamping down on one will not help them a bit.

The need to purge a la Stalin in order to get rid of all the sources. Even then, what are the chances they get them all?

Kind of ironic, no?
The people that would really oppose them live in sparsely populated areas, reducing the impact of a terrorist attack on those they’d really like to “get at”.
