Putting aside the fact that we aren’t going to have a GOP President in our lifetime (assuming the GOP elite still run the party), the Executive has no authority to do that. He can do a fair amount, but it would be in Court in an instant. States would sue. It would be politically untenable. This is the short version but, well . . . can’t happen, won’t happen, and is beyond the authority of the Executive Branch.

What makes you think a republican president would want to make those changes? The way the GOP nominating anointing process works, a liberal republican president would keep the big government status quo and feed off the power grab.

Presidents from Thomas Jefferson through Richard Nixon claimed and exercised the power to impound and not spend funds appropriated by Congress. In 1972 Nixon refused to spend money for an environmental project he opposed. The Democrat Congress, believing Nixon was abusing the impoundment power, passed the Impoundment Control Act of 1974 which effectively removed the President’s impoundment power.

Essentially, Democrats are all for executive orders and arbitrary actions when Democrat presidents are issuing the rules. When Republicans have control of the executive branch, the Democrats in Congress demand and often achieve limits on presidential power.

No doubt if a future Republican president tried to exercise power the way Obama is, he or she would be impeached by a Democrat Congress.

I’m still wondering why Boehner and the Republicans are not using the Constitutional power given to the House of Representatives to initiate all appropriations. The President can’t spend a dime on Solyndra, czars, aid to the Muslim Brotherhood, or other giveaways without the money being appropriated by the House Republicans. Why do they continue to enable the spending? They could force a balanced budget tomorrow if they just exercised their power. The inaction tells me they either have no courage or they actually favor the spending.

Actually, every president has the power to NOT spend allocated funds, and to NOT execute laws that are un-Constitutional.

It's the opposite we've been seeing happen.

There will never be another Republican President because there will never be another honest feral election.

Without positive voter identification, either by photo ID or marking with indelible ink like the UN does, Democrats will bus people from one election station to the next to vote as many times as they can.

The Republicans have the power of the purse now. They just refuse to use it.

All they would have to do is say : No more continuing resolutions and pass the required budget bills with the appropriate levels of funding.

If you don’t want to sign this 50% reduction in the budget for the EPA Mr. President you can veto it and the EPA gets zero.
