Since not everybody uses their guns for murder maybe Chicago should just impose a murder tax. If you kill someone you have to pay a $25 murder tax plus $5 for each time you shoot them. That way everybody pays their fair share. The high murder perpetrators don’t pay less than their secretaries who may murder fewer people.
A nickel per bullet? $2.50 a box for handgun ammo. What’s that going to do?

It would work better if the tax were applied to every round fired. That way the criminals could simply fill out a tax form after a shoot-out and pay five cents for every round fired. I think, to be fair, there should be a deduction for rounds fired at you by the police and a tax credit for misfires.
But that’s just me.
