No, Rice does not work for the State Department. She works directly for Obama. She is the UN Representative, which has been elevated to a cabinet level position. Technically, the UN Rep is included in the State Department organizational chart working directly for SECSTATE, but the reality is that the UN Rep is really autonomous working for the WH and the NSC.
The Ambassador to the United Nations is not a member of the United States Cabinet, but the position is frequently accorded cabinet-level rank. It held this status through the Ford, Carter, and Reagan administrations but was removed from cabinet rank by George H.W. Bush, who had previously held the position himself. It was restored under the Clinton administration. It was not a cabinet-level position under the George W. Bush administration (from 2001 to 2009) but was once again elevated under the Obama administration. Former U.N. Ambassador John R. Bolton has publicly opposed the granting of cabinet-level status to the office, stating "One, it overstates the role and importance the U.N. should have in U.S. foreign policy, second, you shouldn't have two secretaries in the same department."
The United States Ambassador to the United Nations is the leader of the U.S. delegation, the U.S. Mission to the United Nations. The position is more formally known as the "Permanent Representative of the United States of America to the United Nations, with the rank and status of Ambassador Extraordinary and Plenipotentiary, and Representative of the United States of America in the Security Council of the United Nations"; it is also known as the U.S. Permanent Representative, or "Perm Rep", to the United Nations.
The problem, ( as Brit Hume exposed with his question to Wallace), is if they blame intelligence, why did they select someone from the dept that knew the truth from day one to lie?
The big question--the elephant in the room--is why was Rice, the UN Rep, selected at all? This is not a UN matter nor does it come under the purview of the UN. No doubt Obama selected her because no one in the State Department or the NSC wanted to be involved defending a falsehood.
Thomas E. Donilon, Obama's National Security Advisor, should have been the one selected. The fact that he wasn't should be the real "big story" that the MSM has yet to investigate. Obviously, whoever briefed Rice on what to say should be the issue. She was just a megaphone.
Hitler is informed that the ploy to take hostages in Benghazi and have Obama "negotiate" their release for the Blind Sheik just before the elections was foiled by two Hero Seals who happened upon the scene and died fighting back.

I realize that DS works for Kennedy along with CA, MED, OBO, etc. but Kennedy was not the main player in this debacle. Boswell was. He made the decisions on staffing and allocation of resources and no doubt was involved real time with the attack on Benghazi. He was oddly absent from the panel although Lamb indicated that he was involved in the decision-making when it came to the approval of increased security at Benghanzi and/or turning down the request for additional security resources.
Boswell also had to be involved in granting the security wavier for the interim facilities that housed the consulate and the embassy in Tripoli. You don't assign people to a facility that doesn't meet published security standards without some kind of wavier signed by DS or perhaps the Secretary of State. That written wavier has to be on file.
Kennedy is a creature of the building. I found his statement that any US official would have said the same thing as Rice on the Sunday shows to be horsesh#t and he knows it. He has sold his soul to this Administration. Why? Either he thinks this will help him personally or he may be covering up his own personal involvement in the granting of the security wavier to the consulate in Benghazi.
I am also concerned about our security arrangements for our embassy in Iraq. Due to political correctness, the decision was made to pull out all military force protection from Iraq. The State Department has taken over all security protection for the Embassy. It has what amounts to a private army staffed by American contractors (similar to Blackwater.) The large Marine Security Guard detatchment is tasked with supplying internal security for classified material and equipment. It is not geared to protect against an armed external attack. We should have left the military in charge of force protection, but without a SOFA and Obama's political desire to remove all US troops, we have the State Department in charge of Embasy security in what still remains a very hostile environment. I hope it doesn't end badly.
Obama selected her because he had to go to ‘the plantation’ to find someone willing to tell a lie that big, and he knew that sending Holder out for that wouldn't have made sense to even the moonbats in the MSM.

It’s easy to spot the plants. For instance, Frank Luntz’s groups always have at least one person on each side who obviously lied to the interviewers. You can tell because instead of actually giving an honest answer they come out hard for one side or the other, sometimes regurgitating talking points.
He needs to be armed with several irrefutable examples including Dan Rather's fake but accurate lies, (which cost him his career) and most recently the sycophantic repetition of the Libyan/youtube LIE.
He needs to accuse them of engaging in the Fast and Furious coverup, and for failing to properly vet Obama before his election by simply reading and reporting the contents of his fraudulent books, as well as his many many concealed records and documents.

Who sent Susan Rice out, with talking points in hand, to do five Sunday talk shows on Benghazi in order to convince the public to a certainty that the video trailer/protest was responsible for the attack on our Consulate, resulting in the death of Ambassador Stevens and 3 other Americans, rather than the attack being a premeditated act of war (by definition) on the US, perpetrated by Al Qaeda/MB? jihadists, and, perhaps, with the complicity/purposeful neglect of the Libya “government,” such as it is.
My guess, until evidence proves otherwise-— only the WH had that sign-off power.
Do you suppose that the powers that be are already planning the organization chart of the New State Dept.(on the off chance that they win) and who will report to whom? Could that be the reason that some are more expendable than others?
