In regards to a rough time line is the following correct.

The attack and statement from the embassy in Egypt occurred at roughly 6:30 AM.

Romney's comments were released 16 hours later at 10:30 PM, during those 16 hours Obama and Hillary were silent.

At 1:30 AM or 19 hours after Egypt The Ambassador was killed. The only public action taken at this point in the time frame was the administrations expressing concern over Romney's comments and the fact that the rioters feelings had been hurt.
