Japan can’t go to war with China, their constitution forbids rearming.
Unless Japanese Neoconservatives manage to amend the Constitution to allow rearming, then any hypothetical war with China will be short.

Instead of warning of war, Panetta should be keeping quiet while our Secretary of State warns China of our intent to use any means necessary to support our ally Japan. But then when you have zero leadership in the Executive branch, allies like Japan, Poland, Egypt, Iraq, and the Czech Republic are screwed.

Some years ago an analyst was asked how long did he think it would take for Japan to field a nuclear weapon - most would think many months, if not several years.
His reply was "about 72 hours" (or something like that) - he was dead serious.
I think the Japanese have long thought about the day when China was strong enough to get revenge on Japan for WWII - and have planned accordingly.
