Sounds like this has squashed any last ditch hopes of a brokered convention. Part of the “compromise” was that any delegate who did not vote for Mittens would be considered to have resigned his position. I do not know if this means they are not allowed to abstain though.
Update: 10:53pm Eastern So heres the upshot. As you read above in Drews summary, grass-roots activists revolted over Rule 15 (the delegate selection provision to be renumbered Rule 16) and Rule 12 (the power grab that would allow the RNC to make executive convention rule changes and rewrite the rules between conventions without any input/consultation with grass-roots, delegates, or state leadership on hand).
A source tells me the situation on the ground and in delegate meetings right now is tense and dynamic.
As long as the proposed Rule 12 remains in place, this deal or compromise should be a no-go. Dont back down, activists!
Rule 16(a)(2). For any manner of binding or allocating delegates under these Rules, if a delegate
(i) casts a vote for a presidential candidate at the National Convention inconsistent with the delegates obligation under state law or state party rule,
(ii) nominates or demonstrates support under Rule 40 for a presidential candidate other than the one to whom the delegate is bound or allocated under state law or state party rule, or (iii) fails in some other way to carry out the delegates affirmative duty under state law or state party rule to cast a vote at the National Convention for a particular presidential candidate,the delegate shall be deemed to have concurrently resigned as a delegate and the delegates improper vote or nomination shall be null and void. Thereafter the Secretary of the Convention shall record the delegates vote or nomination in accordance with the delegates obligation under state law or state party rule. This subsection does not apply to delegates who are bound to a candidate who has withdrawn his or her candidacy, suspended or terminated his or her campaign, or publicly released his or her delegates.

Not so. It takes six states to get a roll call vote, and that’s with hoping the Minority Report is accepted. Conservatives are scrambling now to even inform all the grassroots delegates of what was crammed down on the quiet. It is done already and calls now for ammendments to Rule 12 and 15. Cspan will be covering a floor fight tomorrow when the Rules are presented to convention delegates.

All the Paulistas, liberterian druggies, and 3rd party fools can and will dream the impossible dreams of a Fairy Princess, Pope, or bloated “big idea” has-been with serial zipper control problemos that will forfill their fondest dreams and waste their remaining days and futures -
So go vote for Obama and get over yourselves - keep on taking a leak upstream -

primary winners have their delegates bound, ie, required to vote for the candidate based on who won the primary. The rule to allow candidates to remove delegates was overkill, but the problem being addressed was the RonPaul-ite problem of delegates stiffing the winner of the primary and refusing to do what is required by the rules. Removing a delegate who does not do what party rules REQUIRE of them seems a sensible solution to this problem.
“Not very democratic.” By forcing respect for results of primaries, it is actually more democratic than having an activist minority ‘take over’ delegate slates and then stiffing primary winners and refusing to abide by party rules regarding who they are to support in nomination.
