Following a request for 450 million rounds of ammunition for DHS and ICE earlier this year, the National Oceanic and Atmospheric Administration is looking for 46,000 rounds of ammunition for the National Weather Service.
The National Weather Service stations in Ellsworth, Maine, and New Bedford, Mass., are slated to receive 16,000 rounds of .40 S&W jacketed hollow point (JHP) bullets.
Jacketed hollow points usually have a layer of copper around the lead to provide strength and prevent the barrel of the gun getting fouled up with soft lead.
Hollow point bullets are designed to expand when they enter the body, causing as much damage as possible to internal organs and tissue. They've been illegal in international warfare since 1899.
6,000 rounds of S&W JHP will be sent to Wall, New Jersey and another 24,000 rounds of the same bullets will be handed over to the station in St. Petersburg, Florida.
St. Pete. is the only city that's not receiving 100 or more paper targets to assist with training of agency issued sidearms.
Two hundred targets are going to Maine and Massachusetts, but only 100 to New Jersey. So, 46,000 rounds and 500 targets.
One commenter pointed out that the NOAA overseas the National Marine Fisheries Service that's responsible for all U.S. marine resources. The aquisition mentions this agency, NMFS and the OLE Office of law Enforcement.
Again, this recent batch of ammunition is in addition to the 450 million rounds requested by DHS and ICE in March.
And that, BI Military & Defense commenter tc84 points out, is before Friday's updated request by DHS, putting the ammunition requested by that group at 750,000 rounds.

Regardless of the legitimacy of this particular piece (BTW, betting on malicious intent by the federal government is much better odds than Vegas), it's becoming somewhat obvious that federal domestic "law enforcement" agencies are preparing for more than whipping up on bank robbers and naughty Arabs.
There's a lot more to this than a little ammo procurement here and there. If the memos and internal documents from some of our Stasi wannabes don't send a red flag up, you aren't paying attention. Not to mention public statements indicating the feds are a lot more concerned about American citizens than foreign subversives. It is the sum of a number of disturbing things that makes any *anti personnel* ammunition purchases a matter for concern.

Based on what's happened in the last 3 years (and more), a little paranoia is starting to bear a strong resemblance to common sense.

There's only one National Weather Service office with human beings in Maine, at Gray.
The solicitation is specific that the ammunition is being delivered to Office of Law Enforcement Offices of the National Marine Fisheries Service in Ellsworth, ME and other locations.
The OLE began in 1930, so it's not some Obama plot for martial law. There's no story here.
Sometimes I think they’re just trying to drive up the cost of ammunition.
In the event of a financial meltdown, I guess they could be worried about poachers on Federal Land. I think they might be outgunned though.

The fact that people just DISCOVERED something doesn’t mean that it JUST STARTED.
There’s a lof of information on the internet. A lot of it has been there a long time. What’s happened here is people without much contextual knowledge and looking to get hits on their news site or blog just DISCOVERED that Federal ammunition purchase solicitations are publicly available on Fed Biz Opps.
And now that people discovered the big DHS purchase, they’re SEARCHING for every other federal ammo pruchase, and then POSTING about them on blogs, bulletin boards, etc. when they weren’t doing so before.
I’ve seen no analysis that there’s a marked uptick in ammo purchases now compared to 10 years ago. It’s always cheaper to buy in bulk, so there’s a good chance that, say, DHS is now making bulk buys for many agencies that used to be done for each agency in smaller quantities.
And you’re shocked that LE would buy ANTI-PERSONNEL ammo? What, exactly, do you expect them to have to use it on?
When Law Enforcement shoots somebody, the intent is to drop them.
The same nonsense happened when a bunch of idiots and nutcases discovered that worldwide earthquake information was on the internet. Because they were now AWARE of a lot more earthquakes, they thought there WERE a lot more earthquakes, feeding all sorts of Apocalyptikook fantasies, stupid theories about earthquake causes, etc.
There’s nothing new about LE using hollow points and it’s actually safer (to everyone but the intended target) because it’s less likely to pass through a body completely.

Seriously, does anyone think they can take over the country by going house-to-house-to-house doing dynamic entry raids? These guys have no training for open field combat. As soon as people catch on to their m.o. - they’re dead. They’ll be ambushed and taken out with big caliber arsenals from farther distances than pistol rounds can shoot.
No, I for one don't care if every meter reader, tax accountant, dog catcher, or weatherman is armed to the teeth, if they need to be. My question is why are they buying Hollow Point ammo? Target practice?

What are they going to do, conduct target practice at clouds?
It’s a good idea to practice with the same ammo that you’ll be using for personal defense and to make sure it functions reliably in your weapon. Most of us cannot afford to do this, but apparently the Feds can.
