SACRAMENTO (Reuters) - The California Senate on Thursday passed a bill supporters dub the "anti-Arizona" law, which seeks to shield illegal immigrants from status checks by local police and challenges Republican-backed immigration crackdowns in other U.S. states.
The Democrat-led state Senate voted 21 to 13 for the California Trust Act, which blocks local police from referring a detainee to immigration officials for deportation unless that person has been convicted of a violent or serious felony.
The bill has the backing of about 100 immigrant rights groups, police chiefs and mayors.
It has already passed the state Assembly in a 47-26 vote. It will go back to the Assembly for a concurrence vote following the summer recess before heading to Governor Jerry Brown, a Democrat.
The measure seeks to create a national model to counter what backers say is racial profiling inherent in the part of Arizona's anti-immigrant law allowed to stand by the U.S. Supreme Court last week.
It also seeks to push back against a federal program called Secure Communities, which shares the same principles as Arizona's law, supporters say.
"Today's vote signals to the nation that California cannot afford to be another Arizona," Assemblyman Tom Ammiano, a Democrat who sponsored the measure, said in a statement.
"The bill also limits unjust and onerous detentions for deportation in local jails of community members who do not pose a threat to public safety," he added.
In passing the law, California stands apart from not only Arizona, but also Alabama, Georgia, Indiana, South Carolina and Utah, which have all adopted strict laws in the past two years to try to discourage illegal immigrants from settling in their states.
On June 25, the top U.S. court upheld the most controversial aspect of Arizona's immigration statute..

You're not alone. Many others believe this country has gone insane. California is the perfect example of what is wrong with this nation/world. I read daily as some illegal alien invades a home, robs a citizen, rapes a woman/child, or KILLS an American citizen by gunpoint or by car! It's in the news every single day here in Southern California.
What to do? Buy more ammo and prepare...their day is coming. As an old Patriot friend of mine and I recently discussed, neither of us will go quitely into the good night. We may lose, but will not succumb to the will of the "gimmes".
My Oath Was Forever, against all enemies, foreign and domestic. I have never renounced that Oath, so it still stands within all my being.
California can't afford a pot to pi$$ in. Put some more mouths on that withered teat, Tom, and then what? Expect people who will use their resources to make their economy go to bail out a state rich in resources who won't use them?
Sometimes, there just ain't no fixin' stupid.
Many moons ago, I was growing up in a California that was proud to be the home of Ronald Reagan. Every year or two many University of California professors earned Nobel Prizes for real science. In the 70’s Jerry Moonbeam Brown was selected Governor. He screwed it up so badly, they selected him again.
to imagine that they voted for lefty moonbeam after years of lefty Gray then Girlyman Wussinator....is just a symptom of the cancer that permeates the state....
the good folks there have been leaving in droves....the rest of the good folks should leave so we can roach-bomb the rest...
I escaped California last year. I forgot to turn out the lights (I was the last to leave, correct?). Seriously, this is just asinine but sadly not surprising. The final straw was the 2010 election. We chose an idiot like Brown over Meg Whitman? Really?? We re-elected Barbara Boxer when we could have had Carly Fiorina? Just stupid, so very very stupid. And now the state is billions is the hole, building a high speed rail that is overbudget (did I mention I voted again that one too?), and now this type of garbage. Seriously, all I ask is that the federal government NOT bail them out when (not if) they demand everyone to fix their mistakes.
First state in the country to cry to Obama it needs a bailout, watch and Not be amazed.
Having 30% of its residents be “undocumented democrats” has worked out so well for The Land Of Fruits,Nuts And Flakes that they want to make it 40%.
I keep wondering when Jim Rob is going to relocat FR. CA is teetering on the cliff and soon it may be to late....of course it may make sense to wait until after November to see if a larger relocation plan will be necessary.
Arizona should start handing out bus tickets.
Isn’t this the same state that brutally oppressed “Okies” who came looking for work 80 years ago? I guess it is OK to discriminate against some people but not others./s
Sanctuary State
California needs to be declared a state in insurrection and a military governor appointed. Time to dust off the Reconstruction laws.
Maybe the upside is, CA will become an even bigger magnet for illegals through the country. Get ‘em concentrated there and out of the USA.
...And, of course, the Mexican government. Nobody will ever convince me that Mexico doesn't have a direct say in what gets passed in California.
That state is gone. It's already too late.. and yes, I hope JimRob relocates himself and FR out of there.
Well then, I’m glad I live in AZ. F U CA!!! And your ILLEGALS too!!
The lefties infesting the assorted governing bodies in this country really know how to turn the English language around to cloak their nefarious legislation. "Trust" has nothing to do with this destructive bill which perverts and destroys trust in the rule of law.
They're so good at hijacking words and twisting them around, like Obama's "Affordable Health Act".
The public is becoming more and more inured to the real meaning of words, unfortunately. All liberal legislation is cloaked in a cover of descriptive words which usually are opposite the true intent of the bills.
