If they do not know who the shooter is how do they know that it was done in a random fashion?
Funding gangs willing to carry out shootings that result in a race war could be a part of the stimulus plan. I think this is the sort of thing that Al Sharpton, Eric Holder and Paul Krugman came up with.

Probably not random. The poor guy met the profile...harmless, unarmed, white. This reminds me of the Zebra killings in SF, and I bet it’s not going to be the last of them unless the police in KC get busy right now.
