Seems like all you really need is an R/C airplane with a nose camera to midair the govdrone, no weapons necessary.

Harder to catch the citizen that way, compared to John Doe & his shotgun.

Kamikaze counterdrones. Would it work?

A shoot down is unlikely, but a kamikaze collision would be possible!
