Seems like all you really need is an R/C airplane with a nose camera to midair the govdrone, no weapons necessary.
Harder to catch the citizen that way, compared to John Doe & his shotgun.

Can you imagine losing a ten thousand dollar drone to a thirty dollar “air hog” with a few fish hooks on stainless leaders!
Theoretically speaking, probably. Depends on the size of the two vehicles and the closing speed. Impact would, hypothetically speaking, be enhanced (and quite a bit more entertaining) with some refined hydrocarbon-like substance on board the counterdrone in an easily breakable container.
But this is just an educational discussion about what people COULD do, without any advocacy of the same, so I guess that we'll never find out.
