If you have a small scale attack you can carry out the attack based on what is in the news. For a large scale attack to achieve it's objective you have to orchestrate the news for the attack, then follow up the attack with the correct spin in the news.
Example- Tea Party is a bunch of right wing extremist, Tim McVeigh wanna-be’s, and low and behold there is a fertilizer car bomb attempt in NYC which just had to be the work of the Tea Party.
Care to take a guess which news organization didn't follow the dem talking points before and after that terrorist attempt?

CBS has a long record siding with the enemy. They proved to be a strong advocate for the Vietcong.
