One instance and they have a law? What are they going to do on St. Paddy’s Day? They should have clarified it by specifying coffee was excluded. Besides, how can underage kids buy alcohol drinks?

You might be right about the incident forming the basis for the bill but as usual the real issue is not addressed. From the article:

“After drinking with friends Feb. 18, Michael Truluck, 13, from Parkville, Md., was riding home with his stepfather when he opened his car door to vomit. He fell out of the vehicle and was hit by oncoming traffic.”

I would outlaw falling out of a vehicle while puking into traffic. Sheesh!
