Obama Bypasses Congress In Move To Bolster Rural Economies

2/21/2012 1:37 PM ET (RTTNews) - The Obama Administration on Tuesday rolled out a three-part plan to spur rural economies, using methods meant to bypass legislative action - part of an effort to push economic stimulus without sparking another face-off with Congress.

Under the initiative, the government would prioritize the purchase of bio-based products, promote rural job growth and develop a rural health care workforce. This will be accomplished through executive orders which do not require congressional approval.

Specifically, Tuesday's initiatives direct the federal government to accelerate its bio-based purchasing process over the next two years, and to focus on products such as paints, solvents, soaps, detergents and lubricants. The number of products that are designated as bio-based would also expand by 50 percent.

Meanwhile, jobs in rural areas will be promoted by a nation-wide program valued at $15 million, with efforts coordinated among several federal agencies. The program streamlines the process for obtaining technical assistance and grant or loan programs.

The health care initiative would increase and better coordinate resources for technical and community colleges, which will aim to train and equip civilians in rural areas as health care information technicians at local hospitals.

By establishing something with an EO, there is no stated funding for it. Of course, without a passed budget, there is no “real” funding for anything. They would have to normally pull funding from some Executive department for this.

Someone please inform the GOP wherever they are that SILENCE means collaberation. Where is the house? where is all the defunding that was supppose happen? Where are our representatives screaming at the top of thier lungs? I am just as sick of them as I am of these criminals. He finds ways to bypass congress and the law trample the constitution and the GOP sits back and mumbles under thier breath, shrugges thier shoulders and looks stupid . Black is the new tephlon and they are scared sh$#less, tell me Im wrong. We have a bunch of ball less ballarinas working on our behalf.

Yes, pretty disgusting. But, even when they do feign growing a pair, they usually screw up and end up looking stupid because it simply isn't in their core to go on the attack like that. If we don't dump the idiots at the top of the party soon, it will be time to bypass them and start a new party without them - pull an Obama on them!

USDA has had a biobased products program for many years. It's a very small program with very little funding and modest goals. This is probably a matter of Team Obama trumpeting a press release announcing an "acceleration" of what has been long underway. Birdcage liner.

Federal agencies have long been supposed to give preference to biobased and renewable materials, provided that they are functionally and cost competitive -- i.e., when they feel like it. What USDA basically does is generate an approved registry that procurement officers can use.

IT’s another step in Agenda 21 -

They mean to control rural America - to control what farmers do/don’t grow (the drones will be monitoring this) and you need to watch in your area for warm & fuzzy sounding things like “Sustainable Development” - it’s already being implemented in town after town across this country.

Newt is the only candidate who knows what Agenda 21 is - (long time plan to turn control of the US over to the UN - herd people into “sustainable;e [CONTROLLABLE] communities,” where you won’t need to have a car (and freedom of movement) - for just ONE aspect.

They even have maps already ‘mapped’ out with mostly wildlife areas with NO HUMAN OCCUPATION - and connecting corridors for animals to move freely from one area to the other - but off limits to people. Why, Citizen, what need will you have of traveling? All your needs will be available in ‘your’ assigned community.

Better educate yourselves. And don’t think, if you live in a small community, they won’t bother? The small communities are EXACTLY where they’re setting up shop first. They’ll come quietly into town - grab land - well, RESEARCH IT.
