The Obama administration condemned the killing.
Santorum said the administration’s public posture does not reflect a hard line on Iran’s pursuit of nuclear weapons.

You have paraphrased the quote slightly - it is a bit weasel-worded to include other “oppressed groups”, but the meaning is clear.
I did not buy the book, so I do not have the exact quote in front of me.
