No, what they are doing is perfectly logical. It just seems insane because until you remember that their motives are evil. If you want to crush our economy and put more companies out of business, mandating fines for something they can’t possibly comply with is absolutely logical.
Make them prove you didn't.
This is just a disguised tax. A way to raise taxes without looking like you are raising taxes.
What belies logic about it? They want the money, they found a way to confiscate it, pretty cut and dry.

Don’t pay the fine and file a federal lawsuit. Dare the fedgov to shut them down. The time has come to take the fedgov to the woodshed, much like the stupid EPA lawsuit about a citizen wanting to build on his property, but the EPA claiming it COULD be a wetland. Sue them into oblivion. Of course, that will only give the Executive branch more reason to hire more lawyers and other bureaucrats.
