State’s CAN’T “do whatever the heck they want to”.
The legal authority of the State is limited by the Constitution in two ways. One, it is limited specifically on what it can’t do in regards to roles that are assigned to the Federal Government or restricted from the State’s doing.
Second, State Government can NEVER impede on individual rights. Individual rights trump all.
