We already have several ... e.g. the World Bank, the Bank of International Settlements, and the International Monetary Fund ... and they are all colossal money-wasting economic disasters ... that have inflicted enormous pain and bondage on billions of people!

A very good question. The Vatican is populated with pompous, arrogant, self-righteous types who have been known to leak things to the world as dogma which have never gained top-level approval.
Historically their problem though has been that when this happens they circle the wagons to try and prevent embarrassment instead of just coming out and walking it back.

What is the deal with your church.Individual Catholics can be fine, the Catholic leadership in the Vatican on the other hand are awful, mostly leftist, one-world types who operate entirely out of emotion rather than logic. Sounds like the Catholic church is now throwing in with the occupypublicparks crowd.

So what will the purpose of this super world bank be? Fight inflation? Ensure a reasonable money supply? No, its to fight “selfishness, collective greed and hoarding of goods on a great scale,”, and to promote an “ethic of solidarity among rich and poor nations,” and to find solutions to “injustice.” The Catholic Church is advocating world Communism. This is pretty breath-taking, even for the Vatican.
