SAN ANTONIO (Reuters) - Texas law enforcement officials say several Mexican drug cartels are luring youngsters as young as 11 to work in their smuggling operations.
Steven McCraw, director of the Texas Department of Public Safety, told Reuters the drug gangs have a chilling name for the young Texans lured into their operations.
"They call them 'the expendables,'" he said.
McCraw said his investigators have evidence six Mexican drug gangs -- including the violent Zetas -- have "command and control centers" in Texas actively recruiting children for their operations, attracting them with what appears to be "easy money" for doing simple tasks.
"Cartels would pay kids $50 just for them to move a vehicle from one position to another position, which allows the cartel to keep it under surveillance to see if law enforcement has it under surveillance," he said. "Of course, once you're hooked up with them, there's consequences." McCraw said 25 minors have been arrested in one Texas border county alone in the past year for running drugs, acting as lookouts, or doing other work for organized Mexican drug gangs. The cartels are now fanning out, he said, and have operations in all major Texas cities.

McCraw says the state of Texas is joining a program initiated by U.S. Customs and Border Protection called "Operation Detour," in which law enforcement officers meet with children and their parents in schools and at community centers to warn them about the dangers of what appears to be the easy money the Mexican drug gangs offer.
Law enforcement officers say children are less likely to be suspects than adults, are easily manipulated by relatively small sums of money, and face less severe penalties than adults if arrested.
Last month, Texas officials released a report indicating Mexico-based drug gangs are intent on creating a "sanitary zone" on the U.S. side of the Rio Grande, and are "intimidating landowners" in south Texas into allowing them to use their property as "permanent bases" for drug smuggling activity.

Why are they surprised. Most of the Mexican kids are on this side of the border.
The Mexican drugs gangs are given weapons by the Obama Administration. The Obama Administration works to prevent law enforcement from arresting Mexicans illegally in the United States. In addition to narcotics dealing these gangs are involved in auto theft, prostitution, identity fraud and other crimes. They are making enormous profits and are armed and protected by the Obama Administration.
We are NOT winning this drug war, ever. We might as well legalize, grow it ourselves, undercut the Zetas price-wise, and hope we can just bankrupt them.
Everyone needs to warn their kids about this, the bad guys sucker these kids in by paying them a lot of money to do little errands, like pick up burgers for them at a fast food place on their lunch hour and drop them off somewhere for them- pay them $50 to a $100 or so to do it. Then after a time of doing these “innocent” errands for big bucks they are suckered into the bad stuff without knowing what is going on. I was present when a 14 year old was arrested with drugs in a vehicle and he was not a hardened gang type kid at all, it was very sad. They started suckering the kids in when their regulars were getting killed or quit due to the cartel war.
We`re rapidly losing our national sovereignty to a variety of factions.. in this case the cartels. I think the real reason for not enforcing the law against them is fear. They`re present in our communities and can make life miserable (or violent death likely) against anyone who challenges them.
They are not just targeting Mexican kids, they are targeting middle to upper class white kids thinking they will not get attention. They are also targeting some of our young, dumb military guys.
Everyone and I do mean everyone needs to have a heart to heart with their kids about this, it is very scary and very real.
Of course Perry is blaming the President just as the governor of Louisiana did during Hurricane Katrina. Why can't governor’s take responsibility for anything. Perry sure does not take responsibility for his failures. This was not a problem when President Bush was Governor of Texas. Bush = successful Governor.....Perry = failure Governor.

The real reason the laws are not enforced against the cartels is money- lots of it spread around to grease the wheels. There is fear now, but the $$$ is the reason they were allowed to gain so much power on both sides of the border to begin with. When you hear about corrupt law enforcement and politicians bribed with dirty money it is only the tip of the iceberg and has been going on for years.
The other issue is Americans for many years- average folks and our leadership had this fairy tale in their heads about the hard working honest poor coming across illegally for a better life and no one wanted to believe that there was a hard core criminal enterprise coming in right with Juan and Jose Worker. When those of us living on the border tried to get the word out years ago that criminals were running rampant on the border because we would not enforce our laws no one wanted to believe us- we were just being racist. No one wanted to hear about units from the Mexican Army crossing the border- we were just crazy or making it up. Anytime you choose to not enforce laws, the bad guys take note and take advantage. While we were denying the problems the cartels were organizing and gaining control.
If the drug cartels ever team up with Islamic terror groups, we’re in big trouble.
