The anti-tax Club for Growth is rising to Herman Cain's defense amid growing scrutiny of - and questions about - his "9-9-9" economic plan:
Herman Cains 9-9-9 plan is both pro-growth and a good starting point on the way to a flat or fair tax, said Club president Chris Chocola. Eliminating taxes on capital gains and dividends and combining that with huge rate cuts in both corporate and income taxes would create an unparalleled economic boom. 9-9-9 also eliminates the regulatory and compliance costs from the current tax code that suck billions out of the economy each year. It is an outline for a more prosperous and globally competitive America.
Those who argue against the sales tax component of 9-9-9 really miss the mark, said Chocola. Of course a future Congress could raise taxes above the 9% levels, but under our current monstrosity of a tax system, Congress already can raise taxes at any time and often has. It is on a path to do so yet again next year with the expiration of the Bush tax cuts. Herman Cains proposal might not be the perfect plan, but it is a truly revolutionary tax reform that would amount to a massive job creating tax cut on investments, savings, and income. Instead of tearing down ideas that would create economic growth and jobs, the other Republican presidential candidates should produce their own plans to achieve a flatter and more growth-oriented tax code. The American people deserve nothing less.
The Club is neutral in the campaign, but this is the first time that Chocola has shored up the flank of a candidate under fire.

I need to see an explanation of how he arrived at 999. Why not 888 or 101010, not that I’d prefer 101010?
I love the ninnies who are all whining about giving the politicians another avenue for tax revenues. Because the upside is so tremendous with this plan, conservatives position should be to support as long as the legislation provides an acceptable collar to increasing the rates. Ideally, the 16th Amendment would be repealed and replaced with 9-9-9 changeable only by another Constitutional Amendment—Pie in the Sky?
I conjure its the rate that is revenue neutral. Imaging if we could get spending under control it could drop to perhaps 5-5-5.
999 is revenue neutral. Meaning, if you go up to 10, it is a tax increase.
This is a reason to eliminate as many forms of taxes as possible, not to create new ones.In a free society with a just government, Congress needs to have its powers limited not increased.

Imagine that a Cain administration and Republican congress are replaced by Democrats down the road. Now imagine them raising it to 30-30-30.
I’ve even seen some freepers already trashing ryan and laffer because of this- suddenly calling them liberals. I have a feeling we’ll see a club for growth trashing within the hour.

I’m getting more and more excited. So thankful that the discussion of the ideas is getting closer looks. I am interested in knowing what will work and what needs work.

If you look at the full package and what it reduces, the 999 shows across-the board cuts, even for those who don’t pay income tax now on the lowest levels due to the cut in corporate rate. 101010 results in that being a 0 change on those.
Well... here's a question from one of the Freepers not yet convinced 999 is the right choice: Will the 9%% sales tax apply to purchases made by the states? If so, what are the chances that states will raise their sales taxes to cover this loss of revenue?

That argument can be made about any tax plan. That’s why the 999 plan has many extra items included such as eliminating the tax collection bureaucracy and requiring super-majority for any tax increases. Cain also said this is step towards a fair tax. Forbes said this was a great plan that is a good stepping stone to a flat tax or fair tax.
