North Carolina declared a state of emergency Thursday, opening access to federal assets to help government agencies respond to the disaster.
To help with a potentially disastrous aftermath, the government has stationed mountains of supplies, including water and generators, at Fort Bragg, one of the country's largest military installations. In North Carolina, an emergency declaration also means concealed weapons carry permits are invalid for the duration another grim reminder of the potential of a storm to cause civil unrest.

I agree. It is something you hope would happen, something you may wish for but you better not PLAN on it happening. Making up plans for a disaster of some type or other usually involves dealing with negative aspects not positive ones. Just a thought.

Most of the refugees evacuees that never returned were from New Orleans proper. New Orleans suffered the worst of it (within Louisiana) in terms of dollar damage and loss of life due to the levee failures. The most southern parishes did have significant wind and tidal caused damages. While not completely rebuilt since 2005, the southern rural areas are rebuilding strong. A lot of New Orleans will take much longer to re-establish, and probably not by the displaced citizens, but by new citizens. A lot of the original evacuees will never return because they have nothing worth returning to, nor do they have the resources to facilitate any reclamation of their lost properties.
Approximately 90% of S.E. Louisiana evacuated and 80% of NOLA evacuated. This left about 100,000 people in the New Orleans area. I agree that leadership in the city was weak and the evacuation of far more people who did not choose to stay in New Orleans should have been accomplished. Of the 100,000 that remained in the city and surrounds, I would guess that upwards of 10% were self sufficient and required minimal assistance ie. information. Of the remaining 90,000 people, around 80,000 were evacuated and/or assisted by the government agencies during the days after. At the same time that these were being evacuated, self sufficient residents were returning to the less damaged areas by the thousands.
Coastal Mississippi was devastated by the full force of Katrina, but if you look at the demography of Southern Mississippi as compared to that of the city of New Orleans you'll see why no comparison can be made. A comparison between southern Louisiana, excluding New Orleans, and southern Mississippi would be fair concerning permanent evacuees and temporary evacuees, and I'm certain they would be very similar. This of course would not include the areas of Mississippi that were completely destroyed.
With a total evacuation of 80%+ prior to Katrina and 10%+ after, I understand that Texas, Northern Louisiana and Mississippi, and Alabama were stressed to capacity. I haven't seen the current numbers of evacuees displaced that have not returned since Katrina, but I know they are significant.
Not to downplay the disastrous effects of Katrina, the media did overplay the event, as I'm sure they will Irene.

Carrying concealed, driving, starting and operating a business, marriage, etc. are all privileged activities, not rights, which require permission from the State to engage in.
One day carrying (concealed or open) a gun will be a right again.

IMHO all Freepers are in crappy nappy's terrorist data base. Then the SHTF, we will have our weapons confiscated, and probably more.
It is a piece of cake for big brother to monitor data traffic over the internet, at least to collect the source (IP address) of the data. From there it isn't hard to find you.

I remember one time, they were doing a videoshoot from Minneapolis... in the middle of Downtown Saint Paul. To show you how big of a mistake that is, here's a
picture Minneapolis is 9 miles away in the upper right hand corner in the background. I figured if they couldn't distinguish the difference between two large cities in the same area, then I shouldn't rely on them for any severe weather coverage. But I really think they're smarter than you think. They were passively aggressively mocking Governor Christie. The weather channel is ran by a few left wingers. BTW, you'll notice there's no e-mail address on the weather channel's website.

The idea that they can "suspend" a right that is clearly stated in the U.S. Constitution IS the problem. They are conditioning us to believe that our rights are granted at the whim of government officials. Precisely. If only the talking heads on TeeVee were told the 1st Amendment would also be suspended on the anticipation of an incoming hurricane. Public officials have no prerogative to remove Constitutional inalienable rights because they happen to think it serves some "public good" during an incoming storm.
They can, however, take a flying leap.

There was obviously lots of looting in New Orleans after Katrina, but lots less of the other crimes you mentioned.
I was down there for two weeks, the following April, (my nephew just bought a double shotgun in the Bywater) and talked to hundreds of people. There were in fact no more robberies or rapes than there usually were in this always crime-ridden city. When I was there only about 40% of the city was repopulated.My nephew however had the leave the city anyway two days before Katrina,since his band was scheduled to go on tour-—He locked up his house, and when HE returned, with special dispensation from the police, the city was maybe only 5%-10% repopulated. It was quite a sight, even when I was there on April 1. There’s a lingering mythology about what “might have” happened there, mostly fostered by showboating Media creeps like Geraldo Rivera,
but the actual verifiable incidents of rape and murder as
“crimes of opportunity” made possible by the flood are almost non-existent.

Yes, Arizona, Vermont, Arizona, and now Wyoming (starting 1 July 2011) are all Constutional carry States. I look forward to see every State with it. It’ll also be nice to see when the governments at all levels value the law-abiding a little more than the criminals.
