President Barack Obama has signed an executive order directing the federal government to design a new strategy for hiring, promoting and keeping workers of diverse backgrounds. The three-page order released Thursday directs the head of the Office of Personnel Management, a deputy director at the Office of Management and Budget and two other agencies to develop the strategy within 90 days. Agencies then have 120 days to implement it. An Office of Personnel Management report says that in fiscal year 2010, the federal workforce was 66.2 percent white, 17.7 percent black, 8 percent Hispanic, 5.6 percent Asian/Pacific Islander, 1.8 percent Native American. It was 56.1 percent male.

Just put out the word that no more white people need apply until the fed meets its arbitrary and ever-changing goals for hiring minorities. And if they can’t find enough minorities who want to apply, just force them to. If we can all be forced to buy Obamacare, then minorities can be forced to apply for jobs they don’t want.

These days I think I’d want something more secure.
Beggars can’t be choosers. I want a job, I need to have one within a reasonable commute of my house, and federal jobs historically have offered great benefits. It’s also pretty tough to fire a federal worker. I’m still knocking at that door.

My guess is that this has to do with the GS11 and higher positions. How they’ll overrule the veterans preference regulations, especially for disabled veterans will be interesting. There are many more disabled younger veterans now and many overlook opportunities in the federal government.
It’s not going to be easy to comply with in all federal agencies, that’s for sure—especially not in the science-based agencies.
I went to an invitation-only job fair at a major federal agency that has a strong connection to science. They were trying really hard to recruit black candidates. There were both black, white, and Asian managers, male and female. I spoke to some rather impressive black women in management positions there; naturally I couldn’t make an accurate assessment of their management skills while having a 20-minute talk with each of them, and anybody of any color can be an idiot manager you’d be miserable working for, but they seemed sharp enough. I’d bet my next house payment that there wasn’t one person there who didn’t vote for Obama.
There were quite a few black job candidates, almost all female and fairly young. They seemed like a focused and determined group. Some were nurses or former nurses. But none of them had the credentials the agency was looking for in terms of hard-science degrees or research experience.
It would be a lovely place to work, but it makes me depressed to think of having to hide my values and beliefs all day every day, as I used to have to do at my previous job. That kind of thing is exhausting, in part because you can never make any real friends among your colleagues. Because you want to keep your job and/or not be hated, you can’t exactly put up huge PALIN/PERRY 2012 posters in your office or carry your NRA-decal range bag as a purse.
I’m familiar with the environments at the Corps of Engineers, VA, SEC, etc. Some places are veteran friendly (the Corps is the best example I’ve seen), some blow hot and cold and some are decidedly cool. The Fed & Sec in Boston are not places that are happy to see a disabled vet apply, that I can attest to through solid second hand sources. There is a quiet but sizeable group in many agencies that not only don’t believe in veterans preference but honestly believe that military service is either nothing special or even a negative indicator. I’d be interested in chatting with somebody offline about vet preference because I’ve heard varying stories about how it can be used and really how useful it is.
