No, and hell no. There was a time when Washington had to go to the Congress to negotiate a bill with them. Boehner should say, "Mr President, your White House has failed. If you wish to be part of the solution, as opposed to being part of the problem, now you come to us. And you bring your plan.". .

This kind of issue is why our founders designed the three branches of government to be separate.
I hope the senators sleep in. Protecting our constiutional governement would almost demand that they ignore this huge overstepping by the executive branch.
