Has a liberal ever met a problem he didnt throw money at?
Take U.S. Rep. Mike Capuano (D-Somerville). In a recent radio interview on 1510-AM, he addressed the problem (?) of Americas lack of civic engagement and low voter turnout.
I think there is an obligation not just a right, but an obligation to vote, Capuano said.
His solution? Money. Your money.
Capuano wants to require people to vote, but acknowledged that we arent going to put people in jail. So instead he came up with this idea:
I dont think its a bad thing to say everybody pays $10 and if you go to vote you get your $10 back. And if you dont vote that money goes to support the election process.
So youre going to confiscate my 10 bucks and hold it hostage unless I show up at the polls? Congressman Capuano, Ive got an even better idea. How about if we pay your supporters $10 not to vote? Then maybe we can keep this insanity out of Congress.
Im not worried about this craziness becoming law . . . yet. While Capuanos proposal is similar to the compulsory voting system in Australia (where the fine for not voting is around $20), fortunately for us, its unlikely to come to the United States.
For one thing, attorney Christian Adams, who runs the Election Law Center blog, assures me a scheme like this is almost certainly illegal.
Vote buying is against the law, Adams says, and the definition of vote buying is giving something of value for someone to vote. People have gone to jail for stuff like this.

How do you plan to get $10 from every single person in United States? Over half don't pay taxes...
That is why I am intrigued with the possibility here. In theory, we now have an actual money audit trail to the votes. If the dead, illegals, Micky Mouse and Fido are going to vote, then they need to associate a valid SSN with that ballot in order to collect the $10 - which I assume would be paid on the spot. (interesting security concerns with $10 x #_of_voters_in_precinct at hand).
It is no longer just unenforceable election fraud, now we have the fiercest, tyrannical and evil entity in the world policing the ballot box - the Internal Revenue Service. Defrauding Welfare, Section 8 and SNAP is considered standard practice whereas at least half the current recipients are engaging in massive fraud. The only time there is an attempt to prosecute fraud it is almost always a physician defrauding the various Medicaid/Medicare programs. But this changes the rules - it is now "tax fraud" with serious penalties.
If Hector Lupe Gonzalez fresh from Honduras with his bogus stolen SSN votes, $10 will be taken from the Treasury and the IRS will allegedly be notified.
The Government always insists on convoluted forms complete with thick instruction booklets written in every language since Babel, so there will be massive amounts of paper-work which will do one of two things: require burdensome community organizer involvement in shepherding the illiterate, drug-addled, and insane, aka: "Typical Demoncat Voter" or they will be too discouraged by the paperwork for a measly $10 and just go outside and sell their SNAP voucher to the nearest pimp leaving one less vote for the Enemy.
In effect, the SSN and the 1090 becomes the de facto, ultimate Voter ID, where we filter voters, in all practicality, on the ability to have a paying job and the ability read and write. Eliminating the demographic that finds $10 too little and too difficult to navigate the labyrinth of paperwork for might just save the Republic.

Congressman Capuano is an egghead and has no business being in an elected position.
In Chicago here they vote early and often one could get rich with this kind of proposal.

Ok, so everyone has to fork in $10. Now, who is likely not to fork over the money then have to prove who they are to get it back? So everyone would have to have a picture ID? Then there is the point of who could get the $10 twice by voting twice, and how about dead people voting without a picture ID? Hmmmm?!
Also, no one is going to require poor people to pay ten dollars for voting pre election, but the poor will still collect their ten for voting.
