Perhaps it is highly unusual, but it shouldn’t be. The EPA should be defunded. I wonder what their budget is (if they have one).

So if the Senate goes GOP in '12 can they take up these bills that the House is passing or does the House have to vote again?
If the bills are able to be taken up at a later date, this may not just be a "symbolic" victory.
