Perhaps it is highly unusual, but it shouldn’t be. The EPA should be defunded. I wonder what their budget is (if they have one).

Article 1 Section 1 "All legislative Powers herein granted shall be vested in a Congress of the United States . . . "

Environmental regulation is not an enumerated power. If it was, it must be done by statute via the Congress to which we did not grant the option of assigning the powers we gave them.
