In a way, this is a good thing.
The youngsters will know early on, government has become an all controlling, punitive oligarchy, who's main focus now are to seize your assets, seize your money, fine and regulate you.

Gasp! The short order cook has a cigarette hanging out of his mouth!!!! Can't believe that fine officer isn't dragging him off to the hoosegow!
As an aside, when I was a kid, we used to frequent a fish and chip place run by a retired Navy man named "Bud". Bud wore greasy white pants, greasy white T-shirt, and his sailor hat with the brim folded over. He ALWAYS had a cigarette hanging out of his mouth. His fish and chips were the best I've ever had in my life.
