Well this will ultimately come down to what the actual situation was. Among the things we know are:
1. Mom had her eye on the situation since when the stranger stepped in she was right there.
2. Mom was trying to work for a living.
Among the things we don’t know:
A. Were the windows in fact cracked so that children were not in a car continually heating up.
B. Did the children have liquids to drink.
C. Was this a problem caused by an unexpected day car issue.
Sure 88 is a hot temperature, but lots of kids were raised pre-AC in such temps.
I thought what was interesting was that both the Mom of the kids, and the other Mom had the same first Name - Heather.
Dude..a ONE year old infant...are you serious? There is NO possible excuse for doing that, ever...
As the mother was on the scene, this could just be a busy body.
On an 88 degree day the temperature in a closed car can rise to 105F even with the windows cracked. If they were rolled up even higher then you're approaching 120 or better.

Did NOT say mother was watching, just that she accosted the samaritan when the mother approached the car.
They would probably tell you you to get the kids out while the response team traveled there.
Try that in Arkansas, and you could spend 1-5 years in the state prison for a felony.
I’m surprised it was only 88.
Monday was a real scorcher here in Indy.
Even if it was 50 degrees, leaving a 1 and 4 yr old alone in a supermarket lot is certainly questionable.
Not a bad part of town, but still.....

So, if the babysitter calls out sick then it is okay to leave a 4 year old and a 1 year old baby in a hot car?!! Kudos to the stranger who decided to step in FOR THE WELFARE of innocent children. If I was her, I would rest very easily knowing that I did the right thing instead of assuming the kids had drinks and the babysitter was sick.
I have no doubt that, If I couldn’t get the doors open, I would accidentally lose control of the baseball bat I just happen to keep in my car and just happen to smash open a few windows
then call Child Services (because of where I used to work I have several of their emergency response workers on speed dial)

The car windows were shut and the air conditioner was off.
