A pending California bill that would allow unions to directly appoint half of city and county civil service commissions is a misguided piece of legislation that would allow "government insiders to set public policy," critics told FoxNews.com.
The bill, AB 455, passed California's state Senate by a vote of 23-14 on Tuesday and now awaits the signature of Gov. Jerry Brown.
If signed into law, Edwards said the bill would lead to reduced efficiency in public services and would not necessarily be a boon to average workers represented by the unions.
The bill's author, Assemblywoman Nora Campos, was unable to comment due to a scheduling conflict, a spokeswoman told FoxNews.com.
"Let's say it passed and you have half of this board appointed in effect by the unions, the result is in any dispute -- say a worker files a grievance, or someone is trying to fire someone -- this would make it very difficult, make the process much slower and add a huge layer of bureaucracy," DiSalvo said. "It would probably create a more bureaucratic and difficult process."
DiSalvo continued, "If you comprise a board of 50 percent of people nominated by the union and 50 percent nominated by the agency managers, it's pretty easy for the unions -- as long as they maintain unity -- to get a majority. It certainly seems to suggest it would skew things in favor of the union.
Despite those claims, the likelihood of the bill becoming law is "probably pretty high," Oliverio said.
"I wouldn't be surprised," he said. "This really takes away local control of cities to conduct themselves when we have a governor who says he wants to give more local control."

Finally, let’s dispense of the pretense of even having elections.
The Neo Feudalist state forms.
Beyond belief. “Insane” has become the new norm.
absolutely correct. Ca has long since been sold out by corrupt politicians in the pocket of special interests who have collaborated with each other to rape the tax paying citizens of the state every which way. At some point the people should have dispensed with the pretest of elections, picked up their rifles and cleaned house. Too late now. The pot is at full boil and the frog has been dead for a long time.
Gov. Moonbeam just did not complete the thought. He wants to give more local control to the unions.
I have no idea why anyone in their right mind would want to live in Mexico north, otherwise known as Californistan.

HAIL FASCISM! Isn’t it great!!
Why, they can just set whatever salary they want to pay themselves now!
It’s somebody else’s money, what do they care...
I’m SURE thousands of jobs will be created by this.
He said local control.
The smallest unit of a union’s organization? The ‘local.’
What, you thought he meant local as in town/city/county government? Ha!
He’s giving control to the union local in your area.
Wow, this is the first I heard of this crazy law!
California, lol.
Can you imagine how many businesses THIS will drive out of the state?
HAhahahahahaaaa...! This one is real head-shaker.
They failed to see the writing on the wall.
Why only 50%?
And why restrict it to city and county seats?
Hell, man, ALL California elected officials should be appointed by unions.
Then their destruction will be utter, and swift.
Why not let them appoint half of the judges?
Apparently, having the Assembly and the Senate is not enough. Having local school boards is not enough. They want every elected position beholden to unions. No wonder our state ranks where it does in business friendliness.
Our legislators will stop only when they’ve completely destroyed what’s left of all that is good about the Golden State. Shame on them, and shame on our governor if he signs it.
Well, maybe a few will be. I was reading yesterday that the city of Los Angeles had approved several multibillion dollar projects for the port and just recently decreed that they must be performed by union labor. A list of job classifications was to be drawn up corresponding to union classifications and filled by union members. Some new members will be necessary to do that.

Look on the bright side, maybe Edgar Cayce was right. ;’) Thanks NoLibZone.
Animal Farm.
All the Republicans present voted against not that they matter on legislation like this since Dems have over 60% of both houses.
California proves what Democrats are all about.
