Dayton police "mistook" a mentally handicapped teenager's speech impediment for "disrespect," so they Tasered, pepper-sprayed and beat him and called for backup from "upward of 20 police officers" after the boy rode his bicycle home to ask his mother for help, the boy's mom says.
Pamela Ford says her "mentally challenged/handicapped" son Jesse Kersey, 17, was riding his bike near his Dayton home when Officer Willie Hooper stopped him and tried to talk to him.
The mom says that "Prior to the incident described below, defendant Hooper knew Jesse and was aware that Jesse was mentally challenged/handicapped and a minor child."
Nonetheless, Ford says, Hooper "apparently took Jesse's speech impediment for disrespect ... [and] began yelling at Jesse and after Jesse attempted to communicate with him[.] Jesse, being a minor and mentally challenged/handicapped, turned and rode his bike back to his home in an attempt to ask his mother, Ford, to help him communicate with defendant Cooper," according to the complaint in Montgomery County Court.
On the way, the mom says, "A neighbor attempted to communicate with Officer Hooper about Jesse's disabilities and was told to go back into his home, or he would be arrested."
As Ford opened her front door, she says, Hooper and co-defendant Officer John Howard, "fired their Tasers, striking Jesse in the back with both probes."
"Once inside the house, defendant Hooper and defendant Howard began to struggle with Jesse, who was standing against the back door with his hands up in front of his face, saying 'Please quit, please quit.'
"On numerous occasions, Ford and a family friend, Christopher Peyton, informed Officer Hooper that Jesse was mentally challenged/handicapped, and that Jesse did not understand what was happening," the complaint states.

Sorry if that story is true, but I’ve watched enough cops to know lots of bad guys deserve to get zapped.
I’ve heard some pretty outlandish accusations against cops that have proven to be entirely unfounded. I’ve also heard a few unbelievable stories about cops that turned out to be true.
I’m not familiar with the source of this story “Courthouse News” was it? Could be a rag for ambulance chasers or a truthful blog.

It probably is embellished, but cops do bring it on themselves when they think everybody should absolutely submit unquestionably.
Riiiight, like they would show the ones on TV who didn't deserve it.

All I know is that you seldom hear about police brutality or corruption in low crime areas.
At the other end of the scale are the high crime areas were the Justice brothers come running to the scene of every police shooting whether its a good shoot or not.
Reminds me of Everybody Loves Raymond where Robert arrested a deaf guy who has signing, because he thought he was throwing gang signs.

Sounds like some candidates for the SWAT Team. If we lower the standards some more for new recuits we will get more of these morons who forget they work for US and were not given that badge to enforce their overblown egos. Our police forces are becoming more like brown shirts then law enforcement. Not much respect left for these jackasses.

Point 1, from the article was that Hooper knew the boy was mentally deficient.
Point 2, Hooper was reminded about the boy’s mental impairment.
Point 3, Boy may be mentally deficient, but soon will be financially secure.
A pity those Disgraces In Uniform can’t be taken to the nearest organ bank. Tasering a known retard is sadism personified, and America should not have to put up with same.

Note that the arrest was for riding a bike the wrong way!
Once the boy was off the road, the “unsafe condition” no longer existed.
As for insisting on arresting a known mentally deficient minor, the cop should have known that no court would sustain a charge under those conditions.
Worse yet, the Boyz-N-Blue put in an “all cops in the city” call - for a retarded boy in his home ! ! ! !
Exile these sadists to Cuba where their talents and personalities will be of use to Castro. There is no place in America for such vindictively sadistic people.
