WASHINGTON The Obama administration took the unusual step Friday of asking the Supreme Court to stop Texas from executing a Mexican citizen convicted of raping and killing a 16-year-old girl.
The administration said the court should delay the planned July 7 execution of Humberto Leal for up to six months to give Congress time to consider legislation that would directly affect Leal's case.
The 38-year-old native of Monterrey wasn't told he could contact the Mexican Consulate after his arrest in the murder of Adria Sauceda. His lawyers say police violated an international treaty by not telling Leal he could have consular assistance.

The SC ruled it is not binding on the states until the congress passes legislation, in this particular case, to adhere to the notification requirement.
That's why everyone is just 'asking' for Perry to postpone the execution. He has no legal obligation to do so. This POS has had every appeal denied. Time for him to go the way of his victim.
Is there anyone in this Administration who has read the US Constitution? Anyone?

That would be justice.
Even though he is the elected official, he does not now or ever have the right to tell a state how to govern itself.
So Mexico has let thousands of people die in their drug wars without an eye batted.
But they’ll go to the ropes for this guy?
Obama has two young daughters and still comes up with this crap. It’s kind of like Dukakis saying he is still against the death penalty even if it was his wife who was raped and murdered. The president is asking the USSC for a delay on behalf of Congress, why the hell isn’t Congress asking on behalf of Congress? Who the hell does this guy think he is? It’s a great opportunity for Perry to say screw you, you don’t mess with Texas.
I hope the SC says no. Theres no reason to give reprieve to murdering scum.
The post to which I replied asked how he could “tell SCOTUS what to do”, and if he were trying to do that, separation would apply.
This is obscene. I hope that whoever wins the Republican nomination for President makes an issue of it.
